A passionate employee
From what I have been seeing in my life, I have learned one thing. If you want to hire someone but you are not quite sure whether he/she will fit for the job or not. Look into that person’s eyes and find “love and passion” for that kind of job. If you found one, discard everything else in the resume and hire he/she right away.
I have seen a plumber who went to my bathroom just to fix a leaking toilet, but then he, without me asking, fixed my sink’s draining problem, adjusted the toilet’s water level (because he saw I put a bottle in the toilet), cleaned the toilet, sink and floor around them. I was stunned when I found out. He looks really happy when doing that. (While he’s cleaning, he even suggested me using cleaning paper he used because it’s damn good — he’s not trying to sell me, though)
I have seen an IT faculty in my university who was leading a little tour of the university’s network systems. While he was explaining the systems eagerly, he expressed passion about networking that I’m sure everyone can sense that. And it look like he can’t wait to show me and other tour’s members everything. Too bad the time is limited, otherwise we would know every single bit of the systems (Except the root’s password, of course)
I don’t see this happened a lot in my country. Some people may say they love their job but, however, they would do nothing beyond their duty. And if it’s actually their duty, they would do only necessary.
All I can say is that “love” is powerful not only in a relationship sense, but in a professional sense too. Never underestimate it.
Now, how the hell I can build that into someone I want, if there’s no one of this kind I can hire.

To answer your last sentence, I think it starts with yourself, the boss. Passion is contagious. If you’re passionate about your project, you can induce your teammates to be passionate about it, too.

mameou – You’re right about that it all comes down to the boss. I believe that induction skill is really what make a leader a true leader. However, that contagious disease won’t spread easily. People has their own immunity, a.k.a. purpose, in working. Some want fame, some want money, and some just to follow the standard social life cycle. Not everybody want to make the world a better place (for example).
You actually made me recall this word “evangelist“, which I knew from Guy Kawasaki’s blog.
